THE BEHRING SEA COMMISSION.

The award of the Behring Arbitration Commission is wholly in favor of England on the main points, It is officially announced that the Behring Commission award states that the Court deeided thatßehriog Sea is included in the phrase " Pacific Ocean," and that the United States has no pro,perty in seals outside the thrge milea limit of the islands hanging to it. Th* Court advises that stringent reff'llations for the protection of seals should be jointly agreed upon. The English Press express pleasure at the unanimity of the, mw{ re the Behring fishery, and colder it a great triumph for the principle of arbitration. The Behring Sea Commission's award limits the jurisdiction of Russia iu Behring Sea to cannon shot distance from shore. The award states that Great, Britain never recognised Russia's claim to jurisdiction beyond her temtoria.
