London, Jan. 28. The Daily News has published what is apparently an inspired programme of the Government. It contains Home Rule, reform of the mode of registration, abolition of plural voting, shortening of the period of qualification to vote, all elections to take place on the same day, Licensing Bill, local option, introduction of parish councils in London, allowing the London County Council to rate property for the management and improvement of the metropolis, Employers Liability Bill, abolishing the doctrine of common employment, special attention to the requirements of Scotland and Wales, and the stoppage of the creation of vested interests in the Church of Scotland. It also states that a Royal Commission will be appointed to consider the Welsh agrarian system.
