London, Feb. 10. The dock owners are ceasing to employ Unionists only. Burns threatens to consolidate the Unions and strike for another advance of a penny.

The French Press declare that it is impossible to co-operate with the Emperor of Germany on the labor question till Alsace ;s ceded to France. Washington, Feb, 10. It is reported that a Labor Alliance is projected in the Doited States to accumulate funds for the purpose of assisting any trade strike.
