THE LABOR TROUBLES.
London, Feb. 10. The dock owners are ceasing to employ Unionists only. Burns threatens to consolidate the Unions and strike for another advance of a penny.
Burns advises the dockers to perfect their organisation, and then drop the meal time and strike for an extra penny an hour. The Chamber of Commerce has adopted a proposal for the establishment of a London Board of Conciliation, consisting of thirty members elected equally by employers and employed ; local trades numbering 1000, or trades combining to make 1000, to h ave the right to two members. Disputes between employers and employed are to be referred in the first instance to a committee of those engaged in the trade affected. Paris, Feb, 9 . The French Press declare that it is impossible to co-operate with the Emperor of Germany on the labor question till Alsace ;s ceded to France. Washington, Feb, 10. It is reported that a Labor Alliance is projected in the Doited States to accumulate funds for the purpose of assisting any trade strike.
