ENGLISH POLITICS.

London, Feb. 10. The following is a forecast ot the Speech from the Throne on the occasion of the opening of Parliament to-morrow. Satisfaction will be expressed at the partial removal of the difficulty with Portugal over the status of Nyaesa, The sitting of the Anti-Slavery Conference at Brussels will be mentioned. Relations with foreign countries will be termed satisfactory. The country will be felicitated on increasing prosperity and order in Ireland, which it is hoped will allow some relaxation of the present stringency. There will be no reference to free or assisted education. A measure will be promised dealing with the Irish land question, and a Local Government Bill will be vaguely indicated. Bills dealing with the following subjects will be promised :—Tithes, Land Transfer, Savings Bank, Employers Liability, Public Health, Better Housing of the Poor, Allotment Act Amendment Bill, Barracks Extension, and Scotch Private Legislation. It will also ba hoped that it will be found possible to deal with the Scotch crofters, The federal movement in Australia will ba welcomed as extremely satisfactory, and a hope will bo expressed that a practical result will be arrived at.
