SCENES IN THE HOUSE OF COMMONS.
London, August 9. In the House of Commons, in the course of a speech, Mr Balfour accused Mr Harrington of having described tbe Irish police as “uniformed bloodhounds,” Mr Harrington demanded proof, to which Mr Balfour merely returned s contemptuous gesture. Wild excitement prevailed, during which Colonel Saunders and Mr Thomas Sexton ex changed personal threats. The Morning Post states that the scene was never equalled in the history of the Commons. During a discussion in the House of Commons on the night of the Bth, on the vote of the Irish Magistracy, Mr Parnell charged Mr Balfour with making an insulting gesture towards the Irish members. A scene of tremendous up-
roar arose. Mr Timothy Harrington advanced towards the Government Benches in a menacing manner, but was held back. Much excitement prevailed in the Chamber and order was restored with the utmost difficulty.
