SAMOAN AFFAIRS.
Washington, February 11. The United States Government insist on Germany holding her hand in Samoa, pending the deliberations of the proposed conference. Mr Pendleton, the American Minister at Berlin, will preside over the conference. Berlin, February 12. i The German authorities express surprise thit the United States should insist on a truce being observed until Mataafa has evacuated the lands which are alleged to belong to German sub* jects. London, February 11. The Samoan Conference will probably be delayed till the special American En? oy arrives.
