THE SEINE ELECTION.
Paris, January 27. The election for the Department of the Seine took place to-day when General Boulanger was returned! He polled 24=4,000, and M, Jacques, the other candidate, 162,000. Contrary to expectations there was little excitement in Paris over the election. Yesterday riotiog took place in the city. The aristocratic quarters Were tranquil, but the French students made demonstrations of hostility. It was found necessary to mass troops in order to quell the disturbance, January 28, The result of the Seine election was received by an immense crowd with great enthusiasm. The Republicans are mystified and enraged at General Boulanger's success. The French Cabinet sat until midnight considering their position, and then adjourned until next morning. • The Boulangerist Preps declare that the Floquet Government are doomed. The official press look upon the position as deplorable, bat deprecates anything approaching a panic. The Royalist journals consider that the election is a death blow lo the Republic. January 28. M. Saii Carnot, the President, has declined the offer of M. Floquet, the Premier, to resign.
