St. Petersburg, December 4. The Russian Government is constructing twelve gunboats for the Government of Montenegro, Rome, December 4. An irredentist, or member of a political organisation called Italia Irredenta, was arrested at Venice while proceeding to Trieste, It is supposed that he had designs on the life of the Emperor Francis Joseph of Austria. Berlin, December 4. The German army is being increased in order to place a check on the Russian and French frontiers. London, December £. The commercial treaty between Greet Britain and Persia is the cause of tbe strained relations between the latter country and Russia, December . 5. Another attempt was made to-day to dynamite a Parisian registry office. l The attempted outrage was unsuccessful.
