ENGLISH AND FOREIGN. London, December 4. The committee appointed to enquire into a breach of privileged committed by the service of a summons upon Mr P. Sheehy, M.P, for Galway South, within the precincts of Parliament, find that a technical breach of privilege did occur, but do not propose to proceed against the offending constable.
