PENSIONER SETTLEMENTS.
London, December 1. The several Agents-General representing the colonies met Lord Harris, Parliamentary Secretary of the War Department, Baron de Worms, UnderSecretary of the Colonial Office, and Mr Maxwell, of the War Office, with a view to discussing the propriety of conceding to private soldiery desirous of emigrating the right to commute their pensions to the actuarial value, like officers. The Agents-General were invited to express an opinion (Ist) whether it was better to commute the pension wholly or partially ; (2nd) whether the colonial Governments would undertake the receipt and payment of the balance; (3rd) whether the colonial Governments would grant 'land. In reply the Agents-General said that land in a colony was attainable on easy terms, but that they doubted if special grants would be made. They were, however, willing to refer the question to their respective Governments.
