The Nord Deutsche Zeitung says It is to be hoped that the French will resort, to reprisals in connection with the stringency of the German passport regulations, and prohibit Germans from crossing the frontier without passports. By adopting such a course, the danger of friction between the two nations will bo averted.

The French Frets regard the German frontier rules as bellicose, the German Press, however, declare they were made in order to avoid quarrels arising. St. Petersburg, May 23. The Russian Government conceal the fact that a famine exists in the South.
