THE SITUATION IN EUROPE.
London, April 3. Three hundred Russian officers, suspected of Nihilism, have been arrested, and twenty shot. The spirit of revolution is active and widespread. A large number of officers were implicated in the last attempt on the Czar. Daring attempts to murder prominent Bulgarian officials are reported, and Russian agents are suspected. Russia refuses to send exhibits to tbe proposed Paris Exposition. April 4. M. Katkoff, editor of the Moscow Gazette, has been officially rebuked for his violent anti-German articles. Tbe value of the reprimand is shown by the fact that be has since been invited to the Czar's table. The Russian Press are urging the withdrawal of the alliance between Russia and Germany.
