MILITARY REVOLUTIONS.

Sir F. Roberts, the new Commander-in-Chief in India (writes the Argus'London correspondent) had a great reception at the Mansion House. In an important speech which he delivered to u great crowd of military expertß, including Lord Wolseley } he suggested numerous reforms in army administration, both at Home and in India, and put hie proposals in such popular form that the least technical mind could easily grasp their significance. The speech was well rrceivtd, and it is pretty clear that General Roberts will go back to India to initiate some serious changes in the administration of the Indian army. It is to be noted that he made no allusion to Sir Chas. Dilke's proposal of a "white army" for India and the colonies* It is stated here that before General Roberts received his appointment as Commander-in-Chief, the post was offered Lord Wolseley, and deolined Tby him on the sensible ground th«t there were other men better acquaintaiued with the conditions and necessities of the Indian service. Lord Wolseley has, however, given military circles a profound shock. It has leaked out that on returning from the Soudan he reported most severely on the incompetence of the regimental officers, and said that he rinrst not send certain regi, menta to the front lest he shou'd be throwing away the lives of his men. The military reformers are calling for the 1 publication of this despatch, which it is .said, must give the final coup de grace to i the system ef promotion by seniority.
