It ie confident of the co-opera-tion of Britain, Hong Kong, Malaya, Australia and New Zealand. It is p.e. dieted the total estimates of £12.000,000 will largely be expended within two years, including the graving docks and floating dock. The latter, the largest in the world, will probably be towed in three sections.
