ORGANISATION OF FORCES. By Telegraph.—Press Assn.—Copyright. Received Dec. 22. 8.50 p.m. Rome. Dec. 21. The Government has decided to transform the Fascist) forces into militia for national defence under Signor Mussolini’s direction. The force will be on a voluntary basis, the men receiving pay only after mobilisation. The Royal Guards and Carabiniers will be groatty reduced. The estimated cost of the militia is twelve million lire annually, compared with a milliard lire for the guard and carahiniers. A number of volunteers will be asked to serve a? regulars immediately, and the remainder will be placed on reserve.
