FRANCE PROPOSES ACTION. By Tniezranh. —Press Assn —Copyright. Received Dec. 22, 7.50 p.m. Paris, Dec. 21. The Government proposes the ratifiration of the Washington Treaty some time in January. It was originally M. Poincare’s intention to leave both Houses a free hand. He then thought of proposing reservations, but finally decided to make ratification unconditional.
