MILDER FRENCH TONE.
BIG CHANGE EXPECTED. DELAY MAY BE GRANTED. By Telegraph.—Press Assn. —Copyright. London, Oct. 17. The Paris correspondent of the Daily Mail states that a striking change in tho French official reparation policy may be expected shortly. The Government has decided that considerable delay must be granted to Germany before payments in raw materials as well as cash can begin The correspondent has been informed that France will not oppose the moratorium being extended till 1924 or even longer. Financial circles believe that loans and short term bonds could be floated to get the reparation costs, provided Germany countersigned promising payment in five years. Paris, Oct. 17. M. Clemenceau’s organ the Echo National says that, contrary to the original intention, M. Barthou will not. submit to the Reparation Commission counter--proposals -to Sir John Bradbury’s. The French Government has decided to reserve them for the Bniesels Conference'.
