'Reliable advices received in London state that the Soviet Government is feverishly brewing European turmoil, especially in Germany, whither Communist agents are constantly proceeding, through Petrograd and the Baltic States. The How of agents has recently assumed alarming proportions, giving rise to apprehension of an impending Common ist outbreak in Germany. The Soviets are intriguing doublefacedly among the Baltic States, especially around the Vilna question.
