FRENCH DEBTS.
CANNOT PAY YET.

A high authority in the Ministry of Finance, explaining France's financial outlook, says there is not the slightest possibility of France meeting any portion of her war debts or the interest thereon during the next four years, as all receipts must be devoted to rebuilding the devastated regions of Fiance. She could not accept any suggestion that her promise to pay on demand be. replaced by a -series of securities, fix s ng definite dates for the repayment of principal and interest. France is earnestly seeking a formula for the settlement of her . European debts and the reparations, and will probably submit a detailed scheme to the inter-Allied financial conference at Brussels, suggesting fixing Germany s indebtedness on the basis of reparations only, wiping out the pensions allotments and claims. This will reduce France’s claim •by a quarter.
