THE RUBBER INDUSTRY.
INVESTIGATION OF DEPRESSION.

The Colonial Office has been investigating thfe depression in the rubber growing industry and has issued a report, which Mr. Churchill has approved, recommending a restricted output in Ceylon, the Malay States and the Straits Settlements on a sliding scale calculated on a three months period until the price of rubber averages 15d per lb. The first stage will be the authorisation of exports not exceeding 60 per cent, of the standard production at a minimum export duty and thereafter an increase of 5 per cent, quarterly in production for export at a minimum duty as necessary. The proposals are to be approved by the colonies concerned. Several British estates in the Dutch East Indies have offered to co-operate in the voluntary restriction of output.
