A much brighter outlook in the famine regions of Russia is indicated by Mr. Flesh, president of the United States grain corporation, and controller of American relief administration, who has arrived here after a month’s inspection. He expresses the opinion that Russia will have enough food until next harvest, if properly distributed. The crops look excellent. Advices via Riga from Moscow state that the Soviet Budget for 1922-23 estimates the red army expenditure will total four hundred million gold roubles, equivalent to thirty-iour per cent, of ■the whole Budget expenditure.—Reuter.
