His first scheme was to run a carriage painted red through the streets of containing clerks, who received bets from two ** one hundred francs, Tkia Ua«

ting was merely a lottery, the holder of the winning ticket taking the stakes. Subsequently Oller introduced a system by which patrons backed their fancy, the pool, less commission, being divided after the race among the winners. Oller soon had betting vans on all racecourses. When rivals came* Oiler invented the pari-mutuel. H© first deducted 10 per cent., then 5 per cent, as th© business fionristed. The authorities in 1869 prohibited pooling agencies, but penmitted the pari-mutuel until 1874. When the French Government reeatablisbed th© pari-mutuel a few years later Oller was invited to organise It. He demanded a concession for all France, he paying 16 million francs a year. Th© Government accepted his term*. Oller paid five millions on account out of the proceeds at the end of the year. The Government gave blm his money back and also penmitted him to retain th"© pari-mutuel on certain racecourses, including Auteull and Maison Lafitte.
