The newspaper Mainichi Shimbun reports that instructions have been sent to the Japanese delegates at the Genoa Conference to insist that Russia must recognise the 250,000,000 yen loaned to the Romanoffs and Kerensky direct, plus 60,000,000 yen in Russian debts for war supplies, for whicn the Japanese Government gave a guarantee; also 60,000,000 yen in not guaranteed debts. The question of the disposition of 60,000,000 yen lying in a Yokohama bank to the credit of the Czarist Government requires settlement. Japanese creditors desire that the money should be applied to the payment of the unguaranteed debts, but under no condition will the Government permit this amount to leave Japan.— Aus.-N.Z.
