The Daily Chronicle’s Genoa correspondent states that Mr. Lloyd Georrre intends at the earliest possible m Jnent to propose a pact that no nation shall attack another, thus abolishing the possibility of fighting for a term of years. Acceptance of the proposal would make the Genoa Conference one of the most memorable gatherings in the world’s history. FRICTION AMONG STATES. HOSTILE ATTITUDE OF RUSSIA. POWERS’ DEMANDS RESENTED. Received April 13, 9.35 p.m. Genoa, April 12. Sub-commissions decided that in view of the jealousies of minor States any State may submit a memorandum on the London experts’ report and any member may introduce to the sittings for advisory purposes a representative of unrepresented States. The jealousies are principally among ex-enemy minors, who complain they are not represented on the political, economic, and financial sub-commissions.

The credentials commission commenced work on Wednesday and opposition to the Russians may develop on this committee, it being pointed out that there are many delegates bearing names not their own, while others are subjects of other States, instancing Radowiski, Czar of Ukraine, who is a Roumanian. The Russians may possibly oppose the London experts’ report, especially the passages demanding radical amendments in the Bolshevik judicial system as an indispensible preliminary to the renewal of diplomatic and commercial relations. The Russians point out that if the report forms the basis of the sub-commission’s work it is tantamount to dictation to Russia. The report demands, inter alia, the reform of the Russian legal system, the reparation of judicial from executive authority, the abolition of justice by the Soviet decree and “revolutionary methods.” The Russians particularly denounce the clause that a foreigner ' cannot be arrested and condemned for I crimes in Russia without the consent of a Consul; also the provision that contracts may be concluded according to any foreign law, which the Russian courts must enforce. During the economic commission’s discussion on the experts’ report it was suggested that a convention of all banks issuing paper money be called, owing to the impossibility of reconstruction until the issue of paper money was abolished.—Aus.-N.Z. Cable Assn. VOICE OF DOMINIONS. THEIR VIEWS TO BE STATED. Received April 14. 5.5 p.m. Genoa, April 12. The Dominions will be represented on sub-committees as advisers to the British delegates whenever matters concerning them crop up. One leading Genoa mercantile paper states that Italy on the economic commission may raise the question regarding the monopoly of raw material, renewing the efforts which Signor Tittoni made at the first meeting of the League of Nations to have the question reviewed. It is therefore necessary that overseas producers should have their interests closely watched, especially as they possess no direct representation on the sub-committees. Norway, Sweden, Denmark, Holland, Spain, and Switzerland, whose currencies have not depreciated, are planning to play an important part in the financial reconstruction of Europe. They have formulated a combined scheme of international credits which, while helping the belligerents whose currencies are depressed, will not affect the privileged, positions of neutrals.
