POLICY IN EUROPE/ By Telegraph.—Press Assn.—Copyright. Paris, March 26. The Echo National publishes M. Clemenceau’s Note in reply to Mr. Lloyd George’s Note in 1919, a memorandum in which M. Clemenceau pointed out that to think of appeasing Germany was pure illusion. The French policy was to help the new buffer States between Russia and Germany. M. Mardieu, in the Echo, adds that Mr. Lloyd George was greatly irritated I by this Note, and replied to it three days later, but M. Clemenceau deemed . it useless to make a rejoinder. ARBUCKLE’S FORTUNE GONE. New York, March 26. i The San Francisco correspondent of the New York World states that Arbuckle has revealed that his private fortune has gone as the result of the tremendous expenditure for his defence. Tie received an ornately decorated cheque book on the occasion of his 35th birthday. He said ruefully, “I have not enough money now to write one cheque, much less a whole book full.” Arbuckle formerly was a lavish spender, living in extreme luxury, but at the present time is living quietly. I EARTHQUAKES IN SIBERIA. London. March 25. A message from Belgrade reports an earthquake throughout Siberia by which much damage was done. The hotel and post office at Arangelovatz collapsed. Several persons were killed and many injured. SOVIET LEADER MAY DIE. Copenhagen, March 26. The Soviet leaders have been summoned to Moscow to consider the position in the event of Lenin’s death, which is regarded as imminent. SIR T. SUTHERLAND’S BEQUESTS. Lortfion, March 25. Sir Thomas Sutherland left £723,000. His bequests include £lO,OOO. and half the proceeds of the sale of his London house, furniture and motor car to his woman secretary. He also left oyer £400,000 to King Edward's hospital fund. BRITISH BY-ELECTION. London, March 25. The Chertsey by-election resulted: Richardson (Unionist) 11,811, Gough (Wee Free) 9490. At the general election held in 1918 the voting was: Donald Mac Master, K.C. (Coalition-Unionist) 13,531; T. T.
