PROVISIONAL AGREEMENT. JAPAN ACCEPTS RATIO. SUBJECT TO CONDITIONS. (From the Special Representative of the Australian Press Assn.) Received Dec. 4, 5.5 p.m. Washington, Dec. 2. It is understood from a high authority thatfihe “Big Three” reached a provisional agreement to-night, Japan accepting the five-five-three ratio, subject to satisfactory arrangement of Far East fortifications, and possibly an Anglo-Japanese alliance substitution. The Japanese conversations were resumed this afternoon. It was agreed to take actual facts, not the academic viewpoint, as a basis for discussion, which will be for the sole purpose of promoting an understanding and good neighborhood, without giving ground for the least interference. The discussion will be based on the treaty arrangements which have been in dispute. An interchange of views on the question of the Kaiochau—Toinan railway took place, and the discussion will be continued at another meeting. The Far Eastern Committee to-day considered the matter of foreign troops in China, and after a general discussion the subject was referred to drafting sub-com-mittees, with instructions to bring recommendations before the committee.
