The continued presence of the military in Egypt is only one cause of the breakdown, equally important being Lord Curzon's decision not to relinquish effective political control. The Foreign Office deprecates the premature piecemeal disclosure of the contents of the proposed agreement, and correspondence between them and the Egyptian delegates before the documents arc published officially simultaneously in England and Egypt.
