THE ENGLISH OFFER* BOROUGH COUNCIL’S ATTITUDE CRITICISED. “I trust your board will use its in--1 fluence to secure a more reasonable attitude on the part of the Borough Council than it has hitherto exhibited,” was the concluding part of a letter received at yesterday’s meeting of the New Plymouth Harbor Board from Mr. Percy S. Leggatt (Messrs. SumDierson and Sons), Darlington, England, in which he referred to the efforts made to establish the iron and steel industry in New Plymouth. Mr. Leggatt wrote ■ —

“I have recently heard from Mr. W. J. Penn, chairman of directors of the New Zealand Iron-ore Smelting Company, Limited, that your board is willing to i assist to the best of its ability, by assuring continuity of leases. “I am still prepared to assist the company by entering into a working assoI ciation therewith, whereby proper tech- ! nical management and suitable electric i smelting furnaces will be provided by ; this company, but I cannot proceed till I am assured of a minimum continuous [electrical service from 300 k.w. This not being available from the existing local power station and impossible elsewhere, I have offered to finance the larger extensions projected by the New Plymouth Borough Council. “Negotiations extending over more than one year lead to no useful progression, as I can get nothing from the Borough Council in the shape of data as to its financial requirements, etc.. Unless 1 can get the required minimum electrical service on firm contract it will be useless further to discuss the proposed working arrangement with Mr. Penn’s company, and should I close my negotiations with him there will be no alternative for his company but liquidation, in which case local investors will be involved in financial 1055.:.”

The opinion of members was that the board should not interfere in the position as between the council and Mr. Leggatt. It was decided to acknowledge the letter, and to intimate that the board was prepared to give assistance in the matter of the leasesr
