THE MOTORS BILL

A COMPREHENSIVE MEASURE. (From Our Own Correspondent.) Wellington, Sept. 23. v, The Motor Vehicles Bill is a comprehensive measure providing for the licensing of motors and drivers, the inspection of motor vehicles, the issue of by-laws and the puiiishment of reckless or negligent drivers. It proposes that all motor vehicles shall be registered and licensed annually. There is a fine of £2O a day for the driving of an unregistered or unlicensed vehicle. Applications for registration must be made before April 30, 1922. The annual license fees, payable to special Government officers, will be £lO for a motor coach, £7 for a trade motor, £5 for a private motor, £1 for a motor cycle, £lO for a traction engine and £3 for every other motor vehicle. The clause dealing with reck-; less driving is fairly loose. It provides ; that every person commits an offence and is liable to a fine of £lOO who drives a motor vehicle on a public highway recklessly or negligently or at a speed or in a manner dangerous to the public, having regard to all the circumstances of the including the nature, condition and use of the highway and the amount of traffic present or reasonably to be expected. There is wide power for the issue of regulations.
