It is understood that the Soviet unqualifiedly refused to permit the InterAllied Commission experts to visit Russia to study the conditions before according what relief it would recommend. The Soviet apparently insists on the Allies’ acceptance of the previously issued famine re-ports.—Aus.-N.Z. Cable Assn.
