O’Dwyer, ex-Governor of Punjab, interviewed with reference to the Punjab plot and the arrests reported to-day, admitted there were many abuses in the Sikh Mahant’s administration of the sacred funds, but he attributed the serious aspect of the trouble to the influences of the old Ghadr anarchist party, certain leaders of whom had been released since he (O’Dwyer) left Punjab, also to the weakness of the Administration in dealing with the fomenters of the Punjab rebellion, and finally to the rapid disbandment of Sikh regiments during high prices, which left restless active spirits unemployed and susceptible to the seductions of professional agitators.—Aus.-N.Z.
