CHEERS FOR CROWN PRINCE. DEMOCRATIC INNOVATIONS. By Telegraph.—Press Assn—Copyright. Received August 13, 5.5 p.m. Tokio, August 12. It is- officially edicted that the centuryold rule prohibiting the cheering or applause of a member of the Imperial house is to be abrogated pn the occasion of the home-coming of the Crown Prince. An official English translation of the Imperial household announcement says that the people lining the Imperial route are asked to clap their hands and give cheers, disregarding all old customs and authorities, thus making the return of the Prince an occasion to institute numerous democratic innovations, ihcluding the probable permission of the Press to board the Imperial ship and travel in the Imperial train.
