At Turlock, California, Jamcw Shea, president of the Fruit Pickers’ Union, has been arrested and charged with kidnapping and inciting to riot in connection with the deportation of Japanese, who have already all returned. .Other arrests are predicted. JAPAN’S LABOR SITUATION. Tokio, July 21. The Labor situation is growing more serious. The dispatch of troops to Kobe inflamed the workers, who, at preliminary secret meetings, decided to organise a vast National Federation of Labor, similar to the American organisation. The arsenal workers at Kobe endeavored to start a general strike ’involving the ten arsenals. CHARGE AGAINST A GOVERNOR. New Yoi-k., July 22. Governor Small, of Illinois, who has been indicted at Springfield on a charge of conspiring to defraud the State of 2,000,000 dollars and embezzling' 700.000 dollars, declares that upon the advice of counsel he will resist the warrant issued for his arrest, basing his contention upon the common law diction that “The King can do no wrong.” Lawyers pointed out that each State considers/ itself a Sovereign State and the Governor is its supreme power, and can immediately pardon himself if convicted. Impeachment is the only method of removal. AIR BOMBS SINK WARSHIP. New York, July 21. Tests carried out off the Virginia coast demonstrated the value of airplanes against naval craft, and convincingly proved the ability of aerial Jjombers to sink Dreadnoughts. Six plsyies dropped six one-ton bombs upon the German battleship Ostfriesland, sinking the vessel in 25 minutes.
