Foreign exchanges are pronouncedly weak, and the sterling is below 3.80 dollars. International bankers are mystified by the decline, but believe it is caused by the Reparations Commission accumulating dollars, and Germany, it is reported, offered to pay fifty million gold marks in New York as the second instalment of the 850 million marks due on May 31.—Aus.-N.Z.
