RAILWAY OFFICERS’ CONFERENCE. By Telegraph.—Press Association. Dunedin, May 21. The New Zealand Railway Officers’ Institute conference completed a re-or-ganisation scheme which includes material reduction in the numbers of the executive council at future conferences. The scheme wijl not come into effect until after the May, 1922, conference at Wellington. The president and two vicepresidents are in future to be elected from elected representatives of districts. During the interval between meetings of the council the affairs of the organisation are to be carried on by an executive of seven at Wellington, assembled neriodically from the various districts. The general secretary is to have extended responsibilities, and to share in the management of affairs. Matters of excessive hours of duty and overtime payment, especially in the northern districts, were referred to a sub-committee to submit an acceptable scheme to the council on Monday
