REPLACING CHINESE JUDGE. ’ By Telegraph.—Press Assn.—Copyright. Peking, May 18. The Government has instructed the Chinese Minister at the Hague to replace Dr. Wu Ting Fang’s name with that of T. C. Wang as permanent judge of the International Court of Arbitration. Wang was the Chinese delegate at the Peace Conference. VIRGINIAN STRIKE TROUBLES. New York, May 20. News from Charleston, West Virginia, states that the Governor has proclaimed martial law over Mingo County, the scene of the fighting between the mine factions. EX-EMPEROR KARL. Geneva, May 20. The ex-Emperor Karl has notified the Federal Council of his intention to leave Switzerland in August without indicating his destination.—Aus.-N.Z. Cable Assn. SUSPICIOUS FIRE ON STEAMER. New York, May 19. A fire caused by a leaking oil tank heavily damaged the new Shipping Board liner Panhandle State. The vessel was beached. The fire was discovered an hour after a striking left the vessel. A Federal inquiry has been started. WALL STREET EXPLOSION.. New York, May 19. Guiseppe Defilpo, an Italian truckman, has been arrested at Bayonne, New Jersey, and formally charged with having driven the wagon into Wall Street which caused the explosion. The police assert that several persons have identified him, while the same assertions were made in connection with the recent arrest at Scranton. The suspect was not charged specifically.
