SOME MEASURE OF STATE CONTROL
By Telegraph.—Press Association. Wellington, Last Night. The Hon. C. J. Pan* (Minister of Education) has written to the Salvation Army, replying to a request for information regarding . the proposed legislation dealing with orphanages and the care of children. Mr. Parr states a Bill dealing generally with infant welfare is contemplated, but its provisions have not yet been decided cn ty Cabinet and the Minister It was rever intended to put everyth ; Dg in the i eport al ?L Beck (head of the special schools branch) into the Bill. “Probably the establ shment of children’s coun ts, the regu ations of street trading, and the employment of children generally, and the attendance of young children at picture theatres, are matters which might well come before Parliament,” added the Minister. “The question of whether the State should be the legal guardian of all orphan and illegitimate children is a debateable issue, and I do not propose to handicap the chances of the Bill by inserting any such provision.” At the same time the •Minister considers there should be some State supervision of all children maintained in homes away from their parents or guardians.
