PRESIDENT WILSON AS LAWYER. DISARMAMENT PROPOSAL LAPSES. By Telegraph.—Press Assn.—Copyright. Received March 4, 7.25 p.m. Washington, March 3. Governor Harrison, of the Philippines, in his last report to the President, urges Congress to take the final action necessary to give the Philippines complete independence. Military officials are closely watching the movements of Japanese troops in Siberia. It is believed that Japan may take advantage of the change of Administration in the United States to increase the Siberian forces under pretext of relieving the troops now there. President Wilson has announced that he will practice law with his former Secretary of State, Mr. Colby. Mr. Harding announces that Mr. James J. Davis has been appointed Secretary of Labor, which will complete the formation of his Cabinet. The Senate abandoned attempts to pass the Naval Appropriation Bill this session. The Senate’s amendment to the Bill asking the President to invite the Powers to confer on disarmament therefore lapses. It is expected, however, that the Senate will revive the Bill next session.—Aus.-N Z. Cable Assn.
