A RUMOR DENIED. By Telegraph.—Press Assn.—Copyright. Tokio, Feb. 8. It was rumored at Vladivostock that Semenov had declared himself again at the head of the Russian forces, upon which the Japanese command requested Tokio for instructions. The War Office denies receiving the request, and scouts the report stating that Semenov is living under Japanese protection somewhere in the vicinity of Port Arthur. It admits the possibility of some of his officers at Vladivostock attempting a counter-revolution. CHINA AND SIBERIA. New York, Feb. 8. The Pekin correspondent of the New York Evening Post states that military mobilisation in Siberia is primarily diplomatic strategy intended to influence Japan’s acceptance of the Chita Government’s offer to barter Siberian concessions in return for Japan’s withdrawal, and secondly as a preparation against a possible Japanese spring advance.
