PROPOSED MINISTER TO AMERICA. By Telegraph.—Press Assn.—Copyright. London, Feb. 3. The Ottawa correspondent of tihe Times states that Imperial reasons may postpone indefinitely the proposal to appoint a. Canadian Minister at Washington. Ministerial circles here think that the appointment would be followed by the designation of Australian and New Zealand Ministers, the eventual influence being a weakening of the Imperial ties. The same correspondent says it is understood that Canada will soon receive the first payment of 'her share of German reparations. This will not be drawn from the sums fixed in Paris last week, but will be part of the proceeds of the sale of German ships in England. The British Government possess a considerable sum obtained by these means. The next payment in which Canada will share will be for expenditure in connection witih the maintenance of the army of occupation’on the Rhine. It is hinted that the payments will total 500,000,000 dollars, but it is expected they will certainly reach 100,000,000.
