JAPAN WELCOMES RESTRICTION. By Telegraph.—Press Assn.—Copyright. London, Dec. 30. Interviewed, Count Hayashi, the new Japanese Ambassador to Britain, stated his belief that Japan was ready to enter an international conference for the limitation of naval armaments, Japan not exceeding her announced naval programme, which was needed to combat Bolshevism. He declared that the talk in the United States about a big navy was very annoying to Japan. “It is foolish and tragic to think of Britain, the United States and Japan competing in the armament race. Japan cannot afford it.” Count Hayashi declared that Japan must have for strategic purposes eight big battleships and eight battle-cruisers, his programme would take several years, but when completed the strength of the Japanese navy would be less than half that of America. Japan would welcome any proposal to reduce expenditure on armaments, and gladly co-operate in this direction with the other great Powers.
