The Soviet text of the IV-itish Government’s trade agreement proposals shows that in addition to the provisions announced earlier Britain requires the Soviet Government to recompense British subject's for goods and services rendered to former Russian Governments. Tchitcherin’s reply declares that the proposals include provisions contrary to the previous understanding, and demands the elimination of the clause relating to old debts. Tchiteherin also requests political conferences tp settle outstanding political questions in accordance with the principles cabled on October 4. A Moscow wireless message states that the Government has recalled Krassin for consultation regarding the British evasion of trade obligations. TREATING WITH JAPANMoscow, Dec. 29. Representatives of the Soviet in Armenia attended the Soviet Congress. The Russian Government expects Japan shortly to begin negotiate ns for trade with Russia.
