The Soviet has decreed that from January 1 jvar invalids, and also wives, widows, children and parents of the red army, naval men, and workers in State institutions shall receive free fuel, and also free use of posts, telegraphy and telephones. The "Petit Parisieii's Brmsel's correspondent says the Belgian Cabinet, following Britain's example, has decided to renounce paragraph eighteen of the Versailles Treaty relating to.the seizure of German goods. The second Zeppelin awarded to Italy under the Versailles Treaty Ims arrived at Rome. During the war it bombed London on three occasions.
The Council General of the Seine prefecture is giving a bonus of 350 francs for every third child born, legitimate or illegitimate, 400 francs for the fourth and 430 francs for each subsequent child. A tax on bachelors is to be imposed.

Trotsky is favorably considering a scheme to establish a great system of militarism under which all men up to 30 years of age will be trained soldiers. In connection with the Riga message regarding militarism, Trotsky urges that Russia be turned into a great military camp, thins causing her to be inspected throughout the world. »
