NEW ATTACKS ON POLAND. By Telepaph—Press Assn —Copyright. London, Dec. 22. There is every indication rif a hurricane offensive in the East in the springtime. It is reported from Riga that the Reds are concentrating the 3rd Army on the Esthonian frontier and the 7th and 15th Armies to the southward. A renewal of the Bolshevik attacks is expected in February, as they believe a new war is the only means of saving the Moscow Government. ARREST IN INDIA. Delhi, Dec. 22. The Indian National Congress is sitting at Nagpur to discuss whether home rule within the Empire or absolute separation shall be the goal of Indian nationalism. Bengal extremists are advocating an intensification of the campaign against the Government to include a genera! strike and non-payment of taxes. Thi» political atmosphere is becoming highly charged. Although the Moderates 6\vept the country at the Council elections this was only because the extremists boycotted the whole reform scheme. WELSH BY-ELECTIONS.
