Sir Rohert Horne, President of the Board of Trade, in the House of Commons, pointed out that the Government initiated, n ■■. Ny months ago a scheme for trade with Russia. They furnished the Soviet Government with a memorandum on July 7 outlining the basis of a trade agreement, and it was the Soviet's fault that the details were not developed, because it was found that Russians enjoying our hospitality were engaged in unfriendly machinations. The Soviet had accepted the conditions regarding propaganda in Persia, India, and Afghanistan, and the British Government proposed to insert them in the trading agreement. He believed Russia would concur in order to prove her good faith He believed there would be a satisfactory outcome of the negotiations}- if not, traders would be free to trade at their own risk like traders with other nations.—Aus.-N.Z.
