Paris, Dec. 13. The Matin publishes telegrams between Constantine mid Wilhelm, with the ex-Kaiser's marginal notes, instructing that. Constantino 'bo informed that Germany had concluded an alliance with Bulgaria and Turkey, and that unless Greece did the same forthwith she would be regarded as Germany's enemy.
