The German Government reply to the Allied Note regarding the disarmament of the self-defence forces claims that the complero and full surrender of arms does not apply to Bavaria or East Prussia. The former is still completely under the influence of the Soviet regime, and the self-defence forces cannot be disarmed so long as they are confronted with the possibility of defencelessneas against revolutionaries equipped with modern weapons, while East Pin--sia is suffering from warlike acts on }}••: frontiers and the entry of portions of ( the Russian and Polish armies. She ,must supplement her inadequate State 'forces.
