INDIAN TROUBLES.
RIOTING AT MADRAS.

Labor troubles in Madras culminated in serious rioting. The native employees who have been on strike for over a month, attempted to rush the mills. The police fired a volley, killing two and wounding 20. The military with machine guns are now patrolling the district.
UNLAWFUL VOLUNTEERS.
Delhi, Dec. 10,
The Indian Government has declared the volunteer ba.nds organised in connection with the non-co-operation campaign on quasi-military lines, unlawful, because they interfered with holding public meetings, with attendance at schools and colleges, with the freedom of voters, and were also employed in attempts to secure the social boycott of those who declined to accept the promoters' political views. Innocent people who have joined them under the impression that the bands wore organised for legitimate social service, are warned to disassociate themselves therefrom.
