Washington, Dee. 12. Mr. Josephus Daniels (Naval Secretary), in his annual report to President Wilson, advocates another three years of naval building, beginning in 1924, and involving the construction -of eightyeight, vessels. If the United States, does not enter the League, or a similar world organisation, the present navy would be adequate, but if the Unted States does join a body for the prevention of war, the report characterises Hawaii as the cross-roads and key to the Pacific, and recommends the creation there of a fleet operating base capable of accommodating the entire American Navy with all its auxiliaries.—Aus. and N.Z.
