: PRINCE ARTHUR'S APPOINTMENT. By TelejTaph.—Pr«3? Airv--CicjTi»ht. 1 Capetown, August 16. Senator Madriau objected to the appointment of Prince Arthur as Gover-nor-General. He said the GovernorGeneral should bo a man in sympathy with the strong feeling of the majority I towards independence. General Smuts replied that the appointment was made on the direct recommendation of the Union Ministers. The King acted on their direct advice It was a complete proof of the high status the Union had attained.
